Howard A. Greaves
Deputy Director General, Air Navigation Services (Acting)
Mr. Howard Greaves joined the then Civil Aviation Department in December 1990 and holds air traffic control license for both Approach and Area Radar at the Kingston Air Traffic Control Centre [KATCC]. He has served as Manager, Quality Assurance and Manager, Air Traffic Services, which was upgraded to Director, Air Traffic Management in November 2017. Mr. Greaves has been acting as Deputy Director General, Air Navigation Services since July 2019.
With over thirty years’ experience as an Air Traffic Controller, Mr. Greaves has garnered a wealth of knowledge in the aviation industry, particularly, in safety management systems, air traffic flow management and air traffic management. He also has a Master’s in Business Administration with distinction from the Mona School of Business and Management and a Bachelors in Business Administration from the University of Technology with a major in Finance and minor in International Business.
He has served as President, Vice President and General Secretary of the Jamaica Air Traffic Controllers Association during the period 1996 – 2006.
